Email Karen

Karen Menard

Founder & CEO

With over 20 years of experience in the research, health, and post-secondary sectors, Karen has dedicated her career to helping organizations turn complexity into clarity. She has held senior leadership roles at prestigious institutions, including Harvard University, McMaster University, and the University of Guelph. Her journey also includes key positions in Ontario's health sector, as Chief Planning and Administrative Officer at the Ontario Institute for Cancer Research and Chief, Data Insights and Research Services at Trillium Health Partners, where she led data strategy, implementation of strategic goals, and evidence-informed decision-making initiatives. Throughout these roles, she has focused on fostering collaboration, inclusivity, and practical solutions that empower teams and leaders to make informed decisions.

In addition to her consulting work, she is a published author and an experienced public speaker, sharing insights on strategic planning, data governance, and data leadership. She is passionate about mentoring and supporting organizations in building sustainable data cultures, actionable plans, and strategic frameworks that align with their unique missions and values.

Giving back to her community is a core tenet of hers. She actively volunteers through charity event planning and serves on the boards of 10C Shared Space and the YMCA of Three Rivers, as well as previously on the board of the Guelph Community Foundation. These experiences deepen her commitment to supporting not-for-profits and charities, helping them engage their boards and communities in meaningful ways.

She holds a Ph.D. and master's degree from the University of Waterloo, a bachelor's degree from Carleton University, and completed the Executive Management Program at McMaster University. In founding Measured Strategies Inc., her mission is clear: to transform vision into action while prioritizing people and ensuring every voice is heard for meaningful impact.


Email Ann

Ann Cesar

Digital Transformation Lead

Ann Cesar is an IT and data strategy leader with over 20 years of experience. In 2025, Ann joined Measured Strategies Inc., part-time as Digital Transformation Lead, where she leverages her expertise in IT, business analysis, project management, change management, and data strategy. 

Previously, Ann held various roles at the University of Guelph, including Senior Manager of IT Shared Services for the College of Arts and the Ontario Agriculture College, Program Manager for an Institutional Data Strategy, and IT Project Manager and Business Analyst. She has a Biology Degree from the University of Guelph and is a certified Project Management Institute (PMI) business analyst. 

Ann also serves as the Director of Technology on the Board at PMI-CTT, where she has been a member since 2016, contributing to the transformation of IT services for the Chapter. 


Email Michelle

Michelle Dollois

Senior Researcher

Michelle holds a PhD in cognitive sciences and has extensive experience bridging data analysis, communication, and pedagogy. With her strong quantitative background, she has spent 9 years helping professionals, researchers, and students engage with and understand complex data. 

Exemplified by her many years of research, Michelle is an expert in the science of memory and learning, with specialized knowledge in how people use memory to make decisions. Her extensive research in the science of learning carries forward into her current work and has supported her in the creation and execution of many data-based interactive workshops. As a senior researcher for Measured Strategies Inc., Michelle collaborates with non-profit institutions to achieve their goals through data-informed strategy and insight. 


Email Nathan

Nathan Fenske

Research Assistant

Nathan Fenske is an incoming third-year student at Western University, where he attends the Richard Ivey School of Business. He is focusing on developing his expertise in business analytics and organizational strategy. As a research assistant at Measured Strategies Inc., Nathan contributes to projects that aim to establish performance metrics and improve data practices.

Nathan has also worked as an intern with a private equity firm, where he conducted commercial due diligence. In his free time, Nathan enjoys staying active through personal fitness, coaching and playing hockey, and volunteering with various clubs at Western.
